Deadline reported that Lorenzo di Bonaventura will produce Silencer under his first-look agreement with Paramount alongside NeoText Corporation the novella's publisher. Production for NeoText will be handled by Russell Ackerman John Schoenfelder and Jay Schuminsky. Greg Cohen will oversee development for di Bonaventura Pictures.

Ben Jacoby is also known for co-writing The Whisper Man a Netflix adaptation starring Robert De Niro. His prior credits include The First Omen produced by David S. Goyer and Flash Boys another Netflix project based on Michael Lewis' book with Simu Liu attached to star. Jacoby also penned To Catch a Killer a crime thriller featuring Shailene Woodley and Ben Mendelsohn.

Thomas Ray the author of Silencer has a background in US intelligence and military affairs and has also written The Spy Without a Country and The Blackbird.

NeoText Corporation has recently sold other projects including H.A.V.E.N. to Sony Pictures and two projects to Amazon one of which will be directed by Gavin O'Connor. NeoText's Russell Ackerman and John Schoenfelder are also executive producers on The Electric State a Netflix film by the Russo Brothers.
